Description:

Hong Kong Police Force (HKPF) has been using Logbook to manually record all the armory issuing / returning record for several decades. Recently, they want to adopt some latest technologies to replace their old-fashioned Logbook record due to the below problem (1) Slow issuing/returning process • Taking a long time for the manual record all the armory’s serial number and sign (2) Error-prone • Writing record always contain human error (3) Difficult to review and analyze • History searching or collecting data for usage analysis is difficult and time-consuming in written record To solve these problems, we will develop smart visual recognition technologies for e-armoury management. For the hardware part, we will develop smart visual sensing devices with the polarized-illumination system and large field-of-view lens for flexible working range and highly reflective surfaces. For software, we will develop a deep-learning-based recognition software for equipment and character recognition. We will also develop an armoury management software utilizing the sensing device and recognition software. This new technology will replace the current armory distribution practice adopted in HKPF for past decades. With the proposed technologies, the Police headquarter will have the capability of real time monitoring of armory status, direct control over permission, statistics of historical armory usage in HKPF and efficient armory allocation among stations. The project will support the “Smart Government” initiative by digitalizing the equipment issuing and returning process, which has the potentials to be extended to other government departments and the industries in the future.
