Dr Ying Huang assumed the role of Chief Technology Officer at ASTRI in September 2024. A visionary technologist with over 30 years’ experience in ICT, AI, data analytics and decision sciences, Dr Huang is renowned for driving innovation and commercialisation. His illustrious career spans major multinational corporations across the United States and China, where he has shaped research strategies and pioneered advancements in cutting-edge technologies.
Dr Huang’s professional journey includes significant tenures in Beijing, Shanghai and New York, where he held leadership roles at esteemed organisations such as Lenovo Research, IBM Research and Philips Research, accumulating rich experiences and connections.
Dr Huang’s contributions have garnered numerous accolades, including Lenovo Leadership Awards, IBM Outstanding Research Awards. He has published extensively in peer-reviewed academic journals and holds dozens of patents in both the United States and China. His contributions have earned him the title of Professor-Grade Senior Engineer in China.
He serves as a Guest Professor at the College of Software and Microelectronics at Peking University, and has held prominent positions such as the founding Vice Chair of the International Alliance on SparkLink, an emerging short-range communication technology, and a Board member of the Green Computing Consortium.
Dr Huang holds a PhD in Operations Research from Stanford University and a bachelor’s degree in Applied Mathematics from Fudan University.
Ir Chris Chong joined ASTRI as Chief Operating Officer in September 2024, bringing over 30 years of leadership experience in business development, strategy, operations, and management. He has extensive expertise across various engineering sectors, including energy, construction, and facilities management.
Throughout his career, Ir Chong has made significant contributions to sustainability and innovation, particularly in the Guangdong-Hong Kong-Macao Greater Bay Area. At Veolia (formerly Dalkia Group) since 2005, he had developed and managed environmentally friendly projects, implementing innovative technologies to promote ESG practices. His work has garnered more than 30 awards in areas such as innovation, occupational health and safety, sustainability, quality and environmental achievements.
Prior to that, he worked for the CLP Group from 1993 to 2004, holding various positions in power generation, marketing and customer services, asset management, and business development.
Ir Chong is deeply committed to nurturing young engineers and broadening their perspectives. He has organised numerous initiatives, including the Mechanical Innovation Awards and mentoring schemes, to support the growth of emerging talents in the field. His dedication to sustainability and engineering excellence has been recognised with the Distinguished Sustainability Leader Award 2019 from the Hong Kong Management Association.
Currently serving as the International Vice President of the Institution of Mechanical Engineers, he is also an active member of various advisory groups in Hong Kong. He holds a bachelor’s degree in Mechanical Engineering and an MBA from the University of Hong Kong, along with numerous professional qualifications and fellowships.
Mr James Fan joined ASTRI in 2006, advancing from principal engineer to Chief Technologist of Communications Technologies. He has successfully led teams in the development of 4G, 5G and future communication technologies, playing a pivotal role in technology marketing and business development through collaborations with governments, enterprises, universities and research institutions for commercialisation.
His notable contributions include the development of a leading 5G core network, 5G end-to-end intelligent orchestration management platform, 5G time-sensitive network for industrial applications, 5G cloud robots and V2X technologies, transferring these innovations to over 20 companies. Currently, he is spearheading the development of AI-enabled V2X and CAV solutions, with multiple trial systems to be deployed in Hong Kong to enhance technology in the Greater Bay Area.
Under his leadership, the R&D team has garnered numerous awards, including the CAHK STAR Awards, the Hong Kong Sustainable Development Innovation and Technology Award, the Geneva Invention Awards, and the China Innovation Award and the Hong Kong Awards for Industries.
Mr Fan graduated from Beijing Jiaotong University and possesses expertise in wireless communication network systems, computer software development, Internet of Vehicles and large-scale communication network software design. Before joining ASTRI, he held various research, product development and management roles in multinational companies in Canada and the United States.
Dr SHI has 30 years of working experience in advanced semiconductor field, including 3rd generation semiconductor. Before joining ASTRI in 2007, he had worked at the City University of Hong Kong, Singapore Institute of Manufacturing Technology, Philips and Intel in different research and management positions.
Dr SHI received his PhD from Tsinghua University, China in 1995. He has published more than 120 international journal and conference papers. He has 30 granted patents. He received First Prize of the 2020 State Science & Technology Progress Award. He is the vice-director of Chinese National Engineering Research Center (CNERC) for Application Specific Integrated Circuit System (Hong Kong Branch), and the director of international collaboration committee of China Advanced Semiconductor Alliance (CASA). Also he serves as guest professor at the Peking University, China.
Dr Chen Jung Tsai joined ASTRI in 2005. In recent years, he has led the development of award-winning applications, including head-mounted display, automatic optical inspection, and AI-based defect detection. The technology division he leads has expertise in a wide range of technologies, including high dynamic range (HDR) display, smart digital signage, 2D/3D pico projector, sensing system, wearable Head-mounted display (HMD) for AR/VR applications, automotive head-up display (HUD), biometric & human machine interaction (HMI) sensing, 2D/3D automatic optical inspection (AOI), intelligent industry robot, deep learning machine vision, intelligent manufacturing (industry 4.0), smartphone spectrometer & hyperspectral imaging and intelligent IoT sensing related technologies.
Dr Tsai is a veteran researcher with more than 25 years of experience and more than 60 patents granted in the US, Mainland China and Taiwan.
Before joining ASTRI, Dr Tsai was with the National Taiwan University, supervising students in optical inspection and semiconductor packaging technologies. He also worked at Macronix, responsible for the development of new packaging and implementation of mass production.
He holds a PhD in Applied Mechanics and a Master in Applied Mechanics from the National Taiwan University, and a Bachelor in Agriculture from the National Chung-Hsin University in Taiwan.
Dr Alan Cheung is the Chief Director of the Artificial Intelligence and Trust Technologies division at ASTRI. He leads the division in driving ASTRI’s initiatives, particularly in FinTech and Smart City, through Generative AI, multimedia data analytics, Federated Learning, Blockchain, Cybersecurity, and privacy-enhancing applications. The division has won numerous local and overseas innovation awards, including the Hong Kong ICT Awards, Asia FinTech Award, and the International Exhibition of Inventions Geneva.
Dr Cheung’s collaboration partners comprise both the public and private sectors. They include government departments and regulators such as the Hong Kong Monetary Authority, as well as financial institutions and corporations. He also contributes to the community through various volunteer roles, such as member of the Standing Committee on Technological Developments of the Privacy Commissioner for Personal Data (PCPD).
Dr Cheung has over 25 years of rich R&D and management experience. He previously worked for Sun Microsystems (Oracle) and ATI Technologies (AMD) in California, the United States (US). He holds an Engineering Doctorate degree from the City University of Hong Kong, an Master of Science degree in Electrical Engineering from Stanford University and a Bachelor of Science degree in Electrical Engineering from Cornell University. He is also the owner of multiple US patents.
Mr Kenny Chan is a seasoned professional with over 25 years of industry experience on emerging sensing and display-related technologies. As the Head of Intelligent Perception and Control Technologies (IPCT) Technology Division at ASTRI, he leads the Emerging Sensing and Display Technology (ESDT) core competence group (CCG) in developing cutting-edge technologies. These include photonics devices, optical sensing and display modules, hardware systems, and various sensing and display software methodologies.
Under his guidance, IPCT delivers innovative product solutions such as micro display (LCoS), diffractive optics (DOE), holographic optics (HOE), waveguide optics for anti-counterfeiting, 3D sensing modules for behaviour analysis, multi-factors biometrics sensing devices, and AR/VR/MR displays.
Mr Chan’s expertise spans applied research, product design and manufacturing, product marketing, management and start-ups. He has a proven track record of driving technology commercialisation through technology licensing, contract services, management buyouts, and spin-offs. The technology solutions developed by his team have been successfully deployed in various sectors related to Smart City and the Metaverse, including caring, construction, and transportation. Mr Chan’s leadership has been instrumental in establishing joint R&D centres and laboratories with top-tier domestic and international companies, promoting Hong Kong’s sensing and display technologies in Mainland China and abroad.
Under his leadership, the R&D team has won two Hong Kong Industrial Awards, three HKICT Gold Awards and five Geneva Invention Gold Awards. As an inventor himself, Mr Chan has filed 10 patents, with six granted so far.
Mr Chan has chaired the AR Forum in China International Optoelectronics Exposition since 2015. He holds a Master of Electronics Engineering focused in Digital and Image Processing from the Chinese University of Hong Kong (CUHK), and an MBA from the Hong Kong University of Science and Technology (HKUST).
Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Advanced Electronic Components and Systems; Artificial Intelligence and Trust Technologies; Communications Technologies; Innovative Mind; and IoT Sensing and AI Technologies.
